 DECIDE project monitoring by NEO

The monitoring of the project 598661-EPP-1-2018-1-RO-EPPKA2-CBHE-JP (2018-3492 / 001-001) “Developing Services for Individuals with Disabilities”) - DECIDE has passed in the online format, where all participants of the project working groups and institutional coordinators of Kazakhstani universities have taken part on 05/28/2020 in S.Seifullin KATU.

   The main goal of the DECIDE project is the creation of a three-stage implementation of a comprehensive sustainable curriculum for university teachers, government officials and politicians and for NGOs in partner countries, which will contribute to the realization of the right of individuals with special needs to access education, the right to participate in the everyday life of society and to combat discrimination by raising awareness and recognition in society in accordance with the Bologna process and the UN Convention on the Rights of Individuals with Disabilities.

It can be useful to create the post of a co-worker on issues of access to education for people with disabilities in each institution, as well as focusing on the National Day for Raising Awareness of Special Needs through national strategic groups actions consisting of universities, public administration institutions, ministries and NGOs.

   The main activity of the project is aimed at creating, piloting and implementing 8 ECTS modules (introductory (practical) modules for special needs and advanced modules for special needs) in the curriculum of universities with their subsequent inclusion in the curriculum of universities, state institutes special needs departments and NGOs to maximize the impact of the transfer to society. NEO also paid special attention to the creation of the Liaison Office and the definition of the employee's role in each institution to ensure access for people with disabilities.

    Online monitoring of NEO with Kazakhstani partner universities took place in an open dialogue mode on the main 4 main issues of the project:

  1. Implementation of the project;
  2. Impact and sustainability;
  3. Partnership and cooperation;
  4. The relevance of the project.

   Also, during the presentation of the institutional 4 partner universities coordinators about the process and progress of the project, the director of the NEO, Professor Tasbulatova Sh.U. clarifying and correcting questions and suggestions discussed following questions, such as:

  1. General provisions, revision and discussion of the updated development plan of the project in a pandemic period;
  2. Strategies for disseminating information, ensuring the quality and sustainability of the project;
  3. The order and compliance with the terms of the project;
  4. The impact of the project at the individual, institutional and national levels, etc.


In addition, NEO paid special attention to the implementation of the set goal and the expected results of this project at each university. Accordingly, the project participants presented a report in all areas of monitoring.

Thus, during the monitoring it was revealed that the developed modules will increase the awareness of the target audience, as well as solve a number of issues related to the provision of opportunities and access for students with disabilities to education, the use of the library, the building (elevators, convenient stairwells for strollers), to information (special resources, computer equipment), etc.

    In conclusion, it was emphasized that the relevance of the implementation of the DECIDE project in Kazakhstan today leaves no doubt, given the integration of the activities of organizations of social protection of the population, health care, and education on social and medical-pedagogical correctional support of people with disabilities in accordance with the Law of the Republic Kazakhstan dated July 11, 2002 No. 343-II "On social and medical-pedagogical correctional support for children with disabilities" (with supplements till December 27, 2019).
